    Hebei is a major agricultural province and also an important grain production base in North China. Shijin, an important large-scale irrigation district in Hebei Province, is supplied by Gangnan Reservoir and Huangbizhuang Reservoir jointly operation. It was known from changes in agricultural water use during 1960-2011 that surface water supply decreased while groundwater supply increased slowly in recent years. This reflects the impact of urbanization and industrialization (both reservoirs and the irrigation district itself) on agricultural water use in Hebei Province. The paper also analyzed the status quo and problems in agricultural water security of Shijin irrigation district and Hebei Province. Simultaneously, measures to safeguard agricultural water supply in the future days was put forward.

    The influencing factors of farmers participating in small irrigation and water conservancy construction are analyzed by using Logistic model based on a Survey of 1196 Major Grain-producing Farmers in Jiang xi Province.The results show that households’ motivation is significantly effected by the education level of households,the proportion of non-farm revenue in the total of the household income,the arable area of per person and the evaluation on government investment in small-scale irrigation projects.Therefore the government should make great efforts to enhance education to households and increase funds in small irrigation and water conservancy construction.

    Development of modern urban agriculture, irrigation and water conservancy construction is an essential prerequisite. Based on the analysis on the background of modern urban irrigation development, we summarized the basic features of modern urban agricultural development of Shanghai. Besides, the status of farmland water conservancy construction and the main gap with the international advanced level in irrigation technology field were also provided. Furthermore, we analyzed the key technologies research and ideas of Shanghai’s urban water conservancy development in future. For the construction requirements of farmland water conservancy, which services in the urban modern agriculture development, we should establish flood control technology system of urban modern agriculture park, analysis the reasonability of irrigation and drainage system layout, study the optimization model of water-saving irrigation system. Irrigation mode of ecological water and its treatment measures should be proposed. In addition, Combining the modern irrigation and urban landscape, building the evaluation index system of modern urban water conservancy projects, and exploring the modernization management of urban water conservancy are all necessary.

    Abstract: The regions of the provinces belong to Yellow River basin are the main food-producing areas and food-balance areas, of which the food production matters to food safety of Yellow River basin and even of China. Based on food safety of Yellow River basin targeted by China, this paper analyses food production situation at present and in the period of population peak, respectively, and studies food-safety problems and the strategy to solve the food gap. Thus, the conclusion that to ensure food safety of Yellow River basin must stand on the way solved by the basin itself is proposed in the paper. Furthermore, this paper analyses the potential of uncultivated arable land resources of Yellow River basin from the multiple aspects including climate conditions, water-land resources conditions and so on, and the remote sensing, GIS disambiguation and current-typical investigation are employed to determine the respective size of additional arable lands available under the conditions of different height, thereby providing the technical foundation for land resources development and food-safety assurance of Yellow River basin in the future.

    Water education programs have been commonplace in China more recently. Water awareness survey plays an important role in successful water education. However little efforts has been made to evaluate farmer’s awareness and perception of water in rural China. 2701 farmers from 21 provinces were subjected to the water awareness survey of rural China in 2013.Results suggest that knowledge of water common sense and water regulation was low in rural, and attitude and behavior of water saving were far away from half of the informant. 32% famer didn’t agree with the application of Most Stringent Water Resource Management System. In a word, farmer’s awareness and perception of water need to be improved. Water education program in rural should be tailored according to the water awareness survey.

    By analyzing the existing problems of rural drinking water safety project including low standard water price, difficult charges, single pricing model, Lack of repair and maintenance fund, backward management pattern and uncertainty of source water quality in Yichang Dianjun District. This paper proposed a series of countermeasures, such as the development of scientific and reasonable water price, The implementation of two-part pricing model and seasonal water price, management of Water Users Association, The establishment of financial accounts of water, The implementation of water price commissioning mechanism, improvement of water quality monitoring system, etc. Analytic Hierarchy Process was applied to the preference of management focus after the completion of the project by evaluating management effectiveness. The result could provide guidance and reference for the management of rural drinking water safety project in similar areas.

    Abstract: In the scientific development view, under the guidance of new flood control policy and based on the second modernization theory which was proposed by modern China Research Center, this paper evaluates the historical process of the rural water conservancy modernization of Hubei Province, analyzes its characteristics and paths of development, puts forward the pattern and suggestion for future development and offer the decision basis for Hubei Province rural water conservancy modernization development. This paper analysis results indicate that the average modernization index of the first rural water conservancy in Hubei province is 75.0, 13th in China. And the average modernization index of the second rural water conservancy in Hubei province is 41.3, 8th in China. It is pointed out that the rural water conservancy modernization of Hubei Province, on the whole, is in the stage of elementary modernization and is turning to the medium modernization stage. The main advantages of Hubei Province are efficiency and good governance and the main disadvantage lies in infrastructure and environmental governance.
