    Through depression recognition and filling, calculation of flowing direction and flow accumulation in GIS, this paper extracted the river networks with various catchment’s threshold values, and discussed the fractals and fractal dimension characteristics based on Qijiang River catchment in Longcang section, Chongqing. The results showed that: (1)The smaller the threshold value is, the more intensive the river network will be; and there is a clear logarithm relationship between the threshold and river network fractal dimension values. The result indicated that both of values can reflect the complexity of the river network; (2)In this study area, the maximum value of river network fractal dimension value is less than 1.6, which means the river network is still in the young stage of erosion and development; It’s significant to study the characteristics of fractal dimension for the regional agriculture development, and the rational distribution of irrigation and drainage infrastructure.

    Abstract: The application of GIS in water resources management and the advantages of ComGIS in developing GIS software have been briefly introduced. The internal linkages and compositions of different databases and models that constituted in basin water resources management system were expounded. Then the compositions and functions of spatial database utilized in this system which was based on ComGIS were analyzed. Based on them, describes the structure of this system. Take the application of Huaihe River Basin as example. The function of GIS module and calculation module was analyzed. Finally, the prospect and the application characteristics of ComGIS were summarized.

    At present, the accurate estimation of river sediment flux is the premise to implement the river sediment total control. In this paper, taking the sediment concentration data of 1980 in the north of Xinjiang River, based on the load duration curve method for calculating the sediment flux, analysis of interannual variation and its affecting factors of the sediment flux, discussing the uncertainty, the applicability of the flux estimation based on load duration curve. Based on the load duration curve of flux estimation method can accurately estimate the sediment fluxes in Xinjiang River, providing new ideas for the riverine sediment fluxes research in Xinjiang rivers, providing the theory basis for the reality work about sediment prevention and control, having certain academic significance and application value.

    In a sewage irrigation site in the center of Hebei Plain, a combined method is exploringly taken into investigation as a case study. The method is combined of high-density electric method, drilling, and Portable Instruments. According to the requirement & limits, a typical field is selected to carry out soil & groundwater investigation by combined method. After investigation, basic hydrogoelogical information of the site is improved, comprehensive information bar chart is compiled, and aquifer structure is well depicted. And what is more, the impact scope of the sewage in nearby soil & groundwater is checked out. The scope is no less than 80m horizontally and 13m vertically which shows sewage has already influenced shallow groundwater. Using combined method in high-conductivity sewage irrigation site is proved effective, quick and convenient. The component methods, such as electric method, drilling & sampling, lab analysis, and Portable Instruments, are mutual complement and reciprocally evidence, which improves the credibility of the survey results.

    Abstract: The rural environmental pollution problem is becoming more acute and being the limiting factor for rural development. By taking the Lu-Xian (in Lai-Xi River basin ) as an example to explain the seriousness of the rural domestic pollution,It shows that COD (Chemical Oxygen Demand) and NH3-N (Ammonia Nitrogen) emissions of rural domestic pollution are separately bigger than COD and NH3-N emissions of agricultural runoff pollution.Compared to COD and NH3-N total emission of agricultural runoff pollution, COD and NH3-N total emission of rural domestic pollution accounts for a greater proportion.Proportion is about 3:1.So rural domestic pollution is especially noteworthy and some appropriate governance proposals are proposed to reduce pollution.

    This paper presents an experimental research method for sediment transportation around intake and outfall of power plant in tidal area. And then supplying reference for sand-protecting design of power plant. Base on crucial condition of similarity theory for tide sediment movable bed physical model, utilizing program controlled tide generating system, the sediment movable bed model is established. Under typical tide and flood operating mode,test on intake and outfall of a plant in tidal area is run, and the sediment influent to intake and outfall are analyzed. Base on above works, optimal structure of intake and outfall is obtained. The test could provide reference for sediment transportation in intake and outfall of power plant in tide area.

    In order to increase water availability for crops and explore the applicability of plastic film mulching with different seeding methods in dry farming of black soil region of Northeast China which is rain-fed agriculture, a field experiment was conducted in 2011 at Water-saving Irrigation Experimental Station of Northeast Agricultural University in Harbin of China to determine the effect of different ridge and furrow with mulching cultivation patterns on soil water, yield and the average water use efficiency of maize. The ridges were covered with common plastic film in all treatments, while different seeding methods were seeding in ridge and furrow respectively. The conventional tillage without mulch was used as the control. The results obtained in a experiment showed that, at the seedling stage and elongation stage of maize, both of the methods can improve the soil moisture and make a better soil moisture conditions to provide strong protection of yield of maize. Compared with the control, the maize yield of seeding in ridge and furrow with common plastic film significantly increased by 15.05 % and 11.75 %, and the average water use efficiency increased by 16.33 % and 14.66 %, respectively. It was concluded that when the ridges were covered with common plastic film and seeded in ridge, not only the soil water and temperature conditions were improved, but also the maize yield and net income were increased. Therefore, these treatment is considered as efficient for maize production in dry farming of black soil region of Northeast China area.

    Aiming at the low water head scattered to exploit problem, a vertical vane waterwheel power generating system was designed. The system is the power generating device with using of streams and low tidal energy. Compared with traditional hydropower station, the vertical vane waterwheel generator does not exist the submerged loss and resettlement problems, and has advantage of a short construction period, less investment etc.

    As one of the major hydraulic structures among the hydropower projection, the tailrace surge tank is mainly arranged as impedance type. Thus choosing the reasonable size of the impedance hole gives full play in the hydraulic performance of surge tank. Based on the criteria for choosing optimal size of impedance hole, by using the characteristic method, it calculated and analysis on choosing the size of impedance hole under different lengths of tailrace tunnel. The results showed that as the distance between tailrace surge tank and the lower pool getting longer, the water pressure of tunnel would get higher and the wave of the surge tank would strengthen. While the distance between the import of tailrace tunnel and the surge tank barely has any effect. When the total distance of tailrace tunnel is a constant, impedance hole becomes bigger with the tank getting closer to the downstream. The conclusion has some guiding significance in engineering practice.

    Abstract:In the paper, the existing problems are analyzed concerning installation and operation of leakage current protector for rural distribution network in China, inclusive of the influence on graded protections caused by transformer grounding mode, three-phase unbalanced load current and the capacitive current. The measures and suggestions for correct installation and operation of leakage current protector are therefore proposed.

    Concrete dam exhibit complex nonlinear properties. Among the key problems in improving the fitting and prediction precision of the concrete dam displacement monitoring model is considering the effect of chaotic on the numerical characteristics of the overall series of measurements. This paper studies the realization method and principle of a hybrid-chaotic model for concrete dam that considers the effects of chaos, based on the chaotic analysis for the series of measurements of concrete dam, in addition to the nonlinear dynamic behavior in the concrete dam system evolution process, which combines the largest Lyapunov exponent, phase space reconstruction and other numerical analysis methods. The proposed model depends on monitoring data after the last mutions, and considers dynamic system characteristics which includes chaotic component. Therefore, the fitting and prediction precision of the concrete dam displacement monitoring model can be effectively improved.

    3D geological modeling refers to integrating the kinds of geological data in 3D underground space to form 3D quantitative model. The dynamic update method of 3D geological model is always the hot topic of researchers. Pointing at 3D modeling and visualization, the author team has developed a 3D visualization platform based on IDL and formed the basic modeling tools including processing data from 2D to 3D, 3D objects editing, surface fitting, surface cutting etc. which have been applied in water resources and hydropower projects practically. On the basis of the existing 3D modeling tools above-mentioned, this paper classified the 3D modeling methods according to the specific objects of 3D spatial model expression ( such as terrain surface, water surface, bedrock surface and so on) and designed 3D modeling process as relatively fixed processes. Besides, the paper achieved dynamic update of 3D model modification process through script-driven approach fitting for 3D visualized simulation in which the engineering data needs updating constantly with the progress of works. This method has been applied in 3D modeling of water resources and hydropower projects, and the anticipated results have been achieved.

    Based on LES method, the characteristics of fluctuating wall-pressure are simulated. The results indicate that by choosing wall roughness and Smagorinsky constant correctly, the dynamic pressure against time of any position in the computing region can be computed. Comparing with physical model test data, the results show that the time-average value, standard deviation, probability density and power spectral density of the fluctuating wall-pressure in simulation are basically consistent with the measured ones. This confirms the ability of LES on the study of fluctuating wall-pressure in the flow.

    Pipe jacking method has been used commonly in crossing-dyke tunnel project recent years, which may cause dyke deformation or even failure. This paper takes a cross-river electronic tunnel in Tianjin as an example, considering factors such as ground loss and surface settlement caused by construction, getting the ultimate vertical displacement and maximum settlement corresponding ground of the river and revetment structure by definition tunnel shrinkage to simulate the ground loss, and providing the basis for the follow project settlement monitoring.

    Abstract:According to the needs of rural water supply projects, a reliable calcium hypochlorite briquettes and easy management feeder were studied in this paper. Calcium hypochlorite disinfection was composed by calcium hypochlorite briquettes and automated pulsar 1 feeder. Simulated water plant test was carried out in laboratory; Results show that the dosage of calcium hypochlorite 0.3-0.5L/h with pipe flow 9m3/h, the water can reach the limits residual chlorine value 0.3mg/L required by the national drinking water health standards; the available chlorine is stable and slow decay. Based on simulated water plant test, calcium hypochlorite disinfection was applied in Wan Zhuang south water plant in Lang Fang. Optimal Operating condition and continual running condition were examined in this paper. The practical application results show that the calcium hypochlorite disinfection method is reliable, simple and less equipment maintenance, low running costs, the running cost is 0.0125yuan/m3. Therefore, calcium hypochlorite briquettes with special pulsar 1 feeder have a greater promotion value in the Rural Water Supply Project.

The peak matrix of relationship between tube section and node was constructed by means of the ergodic searching method. Then peak matrix was converted adjacency matrix. It is ready for pipe network hydraulic analysis automatically and fast.

    In order to improve the scientific level of raw water dispatching, the development of real-time monitoring module based on GIS in the water dispatching management system of Shenzhen city was completed by using Visual Studio 2008, MapX integration technology and the comprehensive application of SQL Server 2000 database platform. This module integrated many functions such as visual effect and geographical analysis of GIS, database operation, and so on. It mainly included the eagle eye navigation, thematic maps, interactive query and steepless roaming, etc. It realized the comprehensive application of the technology of GIS and water resources management. Using data graphical function of this module, the users can master the real-time water supply situation of the whole city in macroscopic view, which provides technical support for the reasonable city water resources dispatch.

    Soil moisture is an important index of drought monitoring, we use MODIS `data in this paper, and get temperature vegetation dryness index through establish NDVI-Ts character space which invert surface temperature by use normalized difference vegetation index and split window method, and it do well in spatial distribution of soil moisture, so as to realize the drought monitoring. We monitor the time and space characteristics of drought from the year 2009 January、March and the year 2010 January、April in Yunnan province. The result showed that the scope of the drought occurred is coinciding with the occurrence of the drought; the main area of heavy drought in the distribution is the basic consistent. We also use the related research results to test and verify drought monitoring results, and it turn out to be credible and is able to provide a powerful support to decision-making departments.

    In flood prevention and emergency handling activities, the front professionals must work out the on-site schemes independently in a very short time to control the dangers and keep them under stability and control. Hence, the on-site emergency handling schemes which are timely, technical, workable, targeted, rational and maneuverable should be made , on the basis of the preliminary scheme made before arriving on the scene, according to the practice of flood prevention and emergency handling and the concrete conditions such as the types and features of dangers, hydrology and meteorology and geology and topography and so on, and the target of the on-site emergency handling scheme should be taken into consideration as well. In the scheme, the plan of guarding the repaired dike is an integrated part. The guarding range of the plan should be integrated, three-dimensional and overall, including points, lines and areas.

    Abstract: Ecological seepage control technology has been concerned in the processes of construction and transformation in the irrigation area. In this paper, two ecological seepage control mode of the canal seepage control geomembrane + dry base piece of retaining wall and the canal seepage control geomembrane + concrete interlocking piece of slope protection have been collected as the research object, and the concrete canal and the earth canal as the control. Through the comparison of five aspects of the anti-seepage effect, habitat change, construction technology, investment and management mechanism among the four channels, the study set up the comprehensive evaluation index system on channel. The evaluation analysis results showed that the two ecological channel of the canal seepage control geomembrane + dry base piece of retaining wall and canal seepage control the geomembrane + concrete interlocking piece of slope protection had the highest value of the comprehensive evaluation index, which were 72.55 and 72.3 respectively. The second value is 68.20 for the concrete channel, and the lowest is 61.10 for earth canal.

    According to water resources utilization condition and characteristics in arid and semi-arid irrigation areas, taking West Liaohe River Plain irrigation areas as a study case, establishing a comprehensive evaluation model for agricultural irrigation areas, using analytic hierarchy process to identify indicator weight, and using grey relation analysis to evaluate irrigation schemes. Through the evaluation of West Liaohe River Plain irrigation areas, basing on the grey relation degree of irrigation schemes to classify these irrigation schemes, the result and the practical investigation are basically uniform, which has certain reliability, so as to provide a scientific basis for water resources development and utilization and the water saving irrigation planning in arid and semi-arid irrigation areas.

    Domestic water cooperation organization is gradually recognized and accepted by water users, after exploring, promoting by experimental unit and nationwide promoting three stages. In recent years, domestic scholars studied a lot on Water User Association from Hunan, Hubei province, Jiangsu province and Inner Mongolia which received the World Bank loan project supported, but studied a little on Heilongjiang province Water User Association from major grain producing areas which doesn’t receive the World Bank loan project supported. Thus, this paper clears up the characteristic and development of the water cooperation organization, summarizes its development problems, and offers development countermeasures of water cooperation organization in Heilongjiang province.
